Incident Last Update Calculation

Good afternoon,

We are trying to determine how the calculation works when updating an Incident? When we send an email from the ServiceDesk to the user, it does not show the last time the Incident was updated as the time the email was sent to the user. Nor does it do it with adding a work note. Is this only updated when you start/stop the timer on an Incident?
