Importing Requesters
When importing requesters one of the disclaimers is that "any duplicates will be deleted". what is this governed by? because i've tried importing a couple of names and it just keeps creating duplicates.

Why is that when importing a requester that IS assigned to a department the Site does not populate?

INFO : Site will be associated to the requester through a Department. Here site act as a filter to select the department quickly.
