Import CSV is broken and documentation is wrong.

I am trying to import users via CSV

All imports fail


The error list presents no error information, just "Import Failed"

States a step to select Encoding Type, and per the Help Card on the users page itself
"Add from a CSV file

Click Import from CSV, select the CI type, choose your file, and click Submit."


There is no Encoding Type or CI type options!
