IIS Application Pool monitoring

I need to setup a monitor for IIS Application Pools in IIS 10 on Windows Server 2016. I have setup the IIS monitor, it monitors the websites fine. But it shows none of the Application Pools, only directing me to a troubleshooting article. I have verified that everything is setup correctly according to the troubleshooting article but I still can't get Application Manager to show any IIS Application Pools. Is this a feature that is available only in a specific version or something like that? I was led to believe it would be available in the Free edition. Also, I have tried this on three separate servers, one of which that has every available Windows Feature installed, and none work.
