I get 'Clear' alarm actions with no corresponding Warning or Critical alarm

I get 'Clear' alarm actions with no corresponding Warning or Critical alarm

Hi,  on a few of my monitors I routinely get Clear alarm action emails, but there was no corresponding Warning or Critical alarm.  Why would this be happening?
