How to use special characters in REPLY_REQUEST in INPUT_DATA description value?

I need to send an email via the REST API using REPLY_REQUEST
my description must be such that:
(<zs id="1" opis="test"> </ zs>)
like the xml format?
In the application under discussion is OK, but sent email is empty.
So how do you send emai by RESTAPI where the value of description is:
(<zs id="1" opis="test"> </ zs>)
