How to target configuration to users on specific desktops only?

How to target configuration to users on specific desktops only?

I need to copy a file into the "C:\user\appdata\roaming" folder every time they log into their virtual desktop. I tried creating a Computer "File and Folder Operation", and I set the target the Computer OU, but it doesn't get applied when users log in. It only applies when I create it as a User operation, but then it applies to ALL computers, which I don't want to do.
