how to set zero touch deployment on samsung device

I try to set a zero conf touch deployment with no luck. When I try to follow step from this url https://www.manageengine.com/mobile-device-management/help/enrollment/android_zero_touch_enrollment.html?mdmpi#steps
at the "Setup zero touch portal", when I try to loging to the partner.android.portal website, to be authorized to access to the zerotouch page, you need to have a developper account which is not my case and will not. Is there another way to access to perform all setting, to be honest, I do not understand why need to have an account which mean to perform a test on modile developpment to get access to this url when you just need to perform deployment.
I have also a KME account where all my device are listed, I have performed the profile setting with my mdm server url but no luck to get the mdm and then other app or setting done automatically when phone start.
If I perform enrolment via QR code, it's working.
