How to require approval from a person on a ticket

Hello,

We run service desk plus, i cant seem to find how for a particular ticket (category, type , item) that every ticket must be approved by a designated person (technician).

example
Submitter A
Technician B (working ticket)
Technician C (approves or denies what B does for A)
