I can see there are Change Roles, which appear to allow users with various roles to do various things.  But they don't seem to work.  I have a user who is trying to update the title for a Change he created, but there doesn't seem to be a way to do it.  He has the SDChangeManager role, which looks like it's supposed to allow him to edit as it allows "access to the entire change module and perform all the operations."  I'm an admin with the SDAdmin role, and I thought I could do anything, but when I try to edit, I'm told I'm not authorized.  The ChangeOwner is Unassigned, and I can't see how to change that, either.

How can I and my users edit Changes?
