How to create a desktop Shortcut to" Manage Engine Desktop Central "Send request to helpdesk"

Can anyone tell me how to create a desktop shortcut so the end user can just double click on it and it opens the Mail interface to send a service request?  Currently its only available in the taskbar and some users never look there.
