How to consolidate issue and request templates?

How to consolidate issue and request templates?

Hello,

We are exploring the idea of simplifying our options in the Service Desk for our end users.
I thought in the past I'd seen a way to consolidate request and issue templates into one list.
Is there a way to do this? So, instead of an Issue and a Request button (2 buttons), there'd just be 1 button to display everything.
