Our company policy is that our CIO has the ability to override the CAB on certain change requests where the CAB has denied/rejected the request.  I added a second Approval in the workflow and linked from the Denied node on the level 1 approval to the input port of the level 2 approval.  However, it never seems to move to the second approval. 

You can see from these screenshots that it is showing Level 1 as completed, but Level 2 never triggers.  If I do away with Level 2 and have it go to a rejected status, it will progress just fine.  How can I implement this?  I have tried using conditions and additional stage statuses, but nothing seems to work. Is this by design, is there something I am missing, or is this a bug in the system?
