How apply changes immediately for android devices?

Hi,
I changed some settings in a profile and updated the group of Android devices (for example, I changed the background and added a new application to be installed). However, no changes have been applied on the clients even after 15 hours. The only way to apply the changes is by tapping "Sync Server" from the ME Agent or restarting the device.

Please note that the server and clients are not connected to the internet, but they can communicate through the internal network. I have also temporarily disabled the firewall on the server.

1. Why can’t the server send the signal to the clients?
2. What is the default time interval for the agent to check with the server? (For example, I saw the last successful sync at 3 PM, but the changes were still not applied.)
3. Is there any way to change the sync interval for the agent, or to manually trigger the server to send the signal to the clients?
