How does the math for "under licensed" work?

How does the math for "under licensed" work?

Hi All,

I have a piece of software.
Installed on 10 computers.
Licensed on 5.
I have 20 licenses.
Shows I have 15 available licenses.
But still shows up as Under Licensed?



WHY?
