How does Devices with Startup-Running Conflict actually work

I have several devices listed in the "Devices with Startup-Running Conflict" screen. I manually telnetted and wrote the configuration to one of the devices over an hour ago. It is still being listed in the list of equipment with different start-up/running configurations. How is list of device populated?

I believe the Cisco Wireless Access points will always be listed as the self-signed certificates within the configuration are textually changed EACH time the configuration is written to memory.

Other than dynamically changing content when written, when does DeviceExpert check these devices to see if the running-startup still differs? Is there a schedule option I'm not understanding?
