how change port for NCM NetFlow in opmanager

how can i change the plugins port in opmanager
i use this
C:\opmanager\bin>ChangeWebServerPort.bat
but i encounter new error
Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.
the web page open but when try log in give me the error
