Hotfix for OpUtils 4

Hi All,

The latest hot fix (build number 4004) is available at

The issues and features added in this hot fix are:

1. Ping issue in Switch Port Mapper is fixed
2. Issue in Monthly & Year data calculation issue is fixed in Bandwidth Monitor tool
3. Email Alert notification feature is added in Rogue System Detection
4. Other small issues are fixed
