History not updated when attached file is modified

We have a process where a ticket is automatically generated, a report is run and the report is attached to the ticket, then closed.  However, there is NO history recorded when the attached file is deleted, modified or re-attached. This creates a loss of accountability, since the report could have been modified and re-attached without anyone knowing.
