Hierarchy for templates

We have a bunch of store locations that I need to apply specific store contact data to user accounts. So for instance I have been creating user creation templates for each location, that has specific address info for that store. However, in this template I might need to hide a tab and make that tab hidden for all store user creation templates. If I have 300 plus stores, with 300 plus templates (which no I haven't created yet) I don't want to have to make the same change to all of the individual templates.

Can I just make a template with general info and change specific info, but change the general attributes at the general level and have it propagate to all the templates below it?

If I'm not making any sense, I can attempt to elaborate.
