HelpDesk Technician Delegation

I just recently upgraded to 4 helpdesk technician licenses. I continue to get an error when I attempt to delegate a security role to a user.

here is the error I am getting:

User has no permission Error code 80070005

I have searched the knowledge base with no success. I have also left 2 phone messages with Script Logic and submitted an online support request. I have heard nothing back from any of my requests.

I have reviewed all the sections in the documentation for ad manager pro but nothing clearly points to the issue I am having.

Can someone point me in the right direction on this problem? I am trying to get this into production but I am stuck.
