Help needed: Which tool to use?

I chanced upon this forum (thru' web search) when I was looking for a tool to monitor what I'll describe immediately following:
I would like to monitor for a change in IP and get an email alert. Specifically, I have a server running on a dynamic public IP; I'm aware of dynamic DNS services (which I'm using). My interest is that when the public IP changes, I would like to receive an email notification.
Wud appreciate any kind advice as to which tool is most suited for my purpose.
