Help card on templates or ability to add text to a template

i am trying to find a way to add information to a template either via the help card or adding text to an information tab.  We have standards on naming conventions that we want technicians to follow when creating service accounts, security groups, etc.  i attempted putting a URL in the help card but it is not linkable.  i also attempted to copy the relevant portion of the standard into the help card but there appears to be a limit on the length of the help card.
Is there any way to provide information on a template that the technician can refer to for proper inputs in fields like description?
