Give CC'd Users the ability to View Tickets

Give CC'd Users the ability to View Tickets

When I CC a user on a ticket and send them the ticket link it says Request does not fall under your permitted scope. So you are unauthorized to update the same.

How can I make sure that any CCd user on a ticket will have the ability to view the ticket as well, and not just the requester?
