Formatting Issue in Notification Templates

From time to time we send messages in our email signatures to keep our Requester's informed of special dates, events, and etc. Rather than requiring all Technicians to individually adjust their email signature I add these messages into our Notification Templates. I've found that the formatting of the emails sent from Service Desk rarely matches the formatting I place copy into the Notification template. Them most common issue is soft returns making the message appear over several lines, rather than automatically split with the size of window.

Generally I get a personal email in Outlook with a formatted message and request to add it to Service Desk. When I copy this message from Outlook and paste it into Service Desk I get the issue described above. Below are examples of what I expect to see, and then what I actually see.

Special Announcement: Starting on February 1st clients will begin to receive updated mailing templates. If you have any questions, please contact our support team at 1-800-123-4567 opt1.

To get around the inconsistent formatting I often re-type the message into one of the Notification Templates and add any special formatting through Service Desk. However, when I go to copy this (from Service Desk) and paste into another Notification Template the formatting does not copy properly and I once again get the issue above. I also investigated adding this to technician signatures as workaround, but copy pasting into the signature area has similar issues and is even more of a hassle.

This issue is especially baffling because so many services have no trouble with their Rich Text formatting. I easily copy/paste back and forth from a variety of online forms, email services, document editors to desktop programs such as word, outlook, and etc without issues.
