Forgotten Password - Device Reset - Now asking for Google Mail

Good morning, 

We have a device, where the user has entered his password incorrectly 3 times and the device performed a factory reset.  Now the device is asking us to verify the Google account that was previously synced on this device.  This device was setup from scratch within the MDM software, and we disabled logging in with Gmail accounts, therefore cannot understand why this is being asked.  We need to get this device back up and running for the user, but cannot get beyond this email question.  Can anyone shed any light on how we recover the device please, and re-enroll it back into MDM?
