Field and Form Rules - Works for some users; not for others

Just a general question whether anyone has seen sporadic users completing Service Catalog work orders (like a New Hire) and field/form rules don't work for them, but another user has no issues using the same template.

For example - New Hire - during the data collection part when Employee (Joe Smith) is entered into the field the Subject is supposed to change to "New Hire - Joe Smith". On some users, this works. On others it doesnt run (so the Subject stays "New Hire")

We're narrowing this down to users vs templates since the same person who can't submit the New Hire with the rules also can't do the same with a Purchase template.

So while our techs run through tests with the end users (clearing cache, trying various browsers) I thought i would toss this out to see if anyone else has seen this type of behaviour.
