Field and Form rules - manager unable to see form after disabling subject

Hi all 
I would like to disable the subject field on user submission so that on form submission customers can not make changes to the subject field.

I have created the rule but when the manager goes to approve the form they are unable to view the information in the request so they can correctly approve or reject the request.
