Field and Form Rule - Group List

Been banging my head on this one for a while now.

I'm trying to filter out my support my support group list in a template.

Here is the script:

$CS.removeOptions("GROUP",["Admin","Appeals","Adjustments","Claims","Claims - Care Plus Rerouted","Claims - DMR","Claims - Pass Thru","Claims - INQ","Claims Support","ConfigElig","Configuration","Configuration - Provider Portal","Credentialing","Data Integrity","Executive","Hawaii Support","HEDIS","Helpdesk","Letters Team","Medical Directors","Member Services","Network Development","Project Management","Provider Services","Reporting"]);

So no matter what I do - I cannot remove the 'Group' option you see above in any of my templates. There are no global field and form rules. Tried creating a test template with just one exclution, you name it I've tried it.

What am I missing? I can get other fields to filter just not 'Group'.
