Failures Adding Technician and Sites Ghosts

I'm stuck, need assistance
I deleted the technicians who had created and now I can not recreate them, in addition when I try to edit technical administrator also fails

Also, I deleted the sites that had created earlier and create the needed again. but still appear in the list of sites for setting up departments or technical.

What i need to do to recreate technicians and remove the sites from the list?
