Failed Udate to 12.0 (1200)

ServiceDesk 11.3 (11309) Update to 12.0 (1200)
Microsoft SQL Server 2017 CU27 [14.0.3421.10]

After update to 12.0 (1200) Active Directory users can not login.
Using local authentication (admin) can login but home screen looks like a "new" install, No requests, and no ability \ option for admin settings.

Before I go thru the process of installing v11.3 (11309) and restoring from backup is there a fix \ setting that can easily correct the failed update to 12.0?
Everything was working properly before the update.
