Failed to establish connection with web server. Gracefully shutting down OpManager

I almost verify user group on httpd.conf and permissions, but i have the same problem, i also try to execute OpManagerDir]/apache/StartWebSvr.sh but i don�t have that script, can you help me. My OS version CentOS 4
