Expired Loan Notifications

I'm trying to configure notifications for asset loan expirations and I can't seem to make sense of the function, looking to see if I'm missing something. 

I'd like to notify the user/asset owner that the loan is expiring so that they have a reminder to return the device. 

In enabling the built in notification option, we aren't just able to sent the notification to the user, we have to choose to notify technicians as well, and also choose a static technician to also send every notice to:


Once enabled, the notifications work but they end up getting sent to three people: the asset owner, the technician who created the loan originally, and the technician specified in the notification settings: 


I can't understand why we're forced to notify the loan creator, and a static technician. We often have 50+ devices on loan at any time and this would result in a huge flood of e-mails for the static technician, and unnecessary e-mails to each technician who created the loans. 

It also includes them on the same e-mail in the to and cc field, which prompts the end user to reply to the e-mail and contact the technicians directly with questions about the loan, rather than going through the Service Portal as intended. 

We're looking to only notify the asset owner/loaned user, how can we accomplish this? I'm hoping I'm just missing something. If all of this is intended, then an explanation of this behavior would be great as I can't wrap my head around it and it seems to render the feature useless for us.
