Eventlog Monitoring: Alerting every time a specific event log is created.

I am looking to find out how to have OpManager send out a alert every time a specific, identical event is logged to a Windows Application Eventlog. This is how I have it setup now.

Event Log Rule created

Filtered by specific text

Notification Profile Created with no Threshold
Eventlog Rule associated to server object
Notification Profile added to server object and configured to alert on the specific Event Log Rule
This setup works as the events are viewable in the Recent Alerts
An email alert is sent but only for the very first alert
Repeated events are viewable in the Recent Alerts but no email

This specific event is created in the Windows Application eventlog several times and we have to be aware of all of them. Is there something misconfigured somewhere or is there really a limitation of 1 email per specific alert. The specific alerts do all have the same description text for the event and as such each event is identical.
