errors for Interface 'Serial0/0/0:0-Bearer Channel - Se0/0/0:0' is down. Interface description is 'Serial0/0/0:0-Bearer Channel' and index is 35. Circuit ID not configured.

I am getting this error on a Cisco 2921 that is just being used for Call Manager Express and CME.
 
Se0/0/0:23 is configured, but the rest are not.
 
Any ideas on why I am getting this error? Would a phone call going outbound use this interface and then close it when done with the call?
