Is still available the possibility to enroll an apple device with enrollment URL?

I have an issue with one iPad, after the profile setup the MDM webpage show me this message "Device enrollment failed. Contact System Administrator to complete enrollment device" and on the MDM it show me this Desktop Central is unable to reach the APNs.  I checked on my firewall the port 5223, as the KB said, but  it's already opened.
