Email requests not being logged

We have a very urgent issue that has just started

When a requestor sends an email, the issue is not logged but the requester is receiving a email saying it HAS, but the request ID is an old id number?

rebooting the SDP server resolves the issue, but the fault returns shortly after

Any ideas, this is very urgent
