ELA Status Access Denied

Greetings!

I inherited ELA recently on a new job. The institutions IT Officer instructed me to delete the old hosts and add new ones as well as change the info on a back up server that was moved to a new location with a new IP address.. The sign-in info is valid but it shows as access denied. Knowing little to none about ELA and its inner workings I am seeking an answer to this...is the solution "on prem"? Could an agent have been set up on one of the old servers that was removed and now everything is corrupt? Or is it possibly more to do with the sign-on info. While it may be a valid credential, could it just not have the correct permissions? My IT Officer does not know and research has me doing the typical things that show in every other post about it. Still no resolve. I submitted a request to tech support today but the version they have is free, and I'm not sure if the free version comes with support. So any ideas or suggestions are happily welcome.
