Does the edit permission functionality for the various stages of a change role actually work in the current version?  Approval permission is working exactly as I would expect when I assign a role, however, edit does not seem to do have any effect.

I have read through the admin guide and know that it states the SDChangeManager and whomever is assigned Manger and Owner are the ones that can edit the change past the Submission stage... but that seems to be in relation to changing the roles or information on the submission stage.   

Example, I have a role that I assigned edit permission for Implementation, Review, and Close stages.  I would have expected the role to ONLY be able to add information on those three stages.  The result is that they can add information to any stage (except for the submission stage) at any time.
