Dynamic Workflow and dependancies
I'm trying to create a dynamic workflow that goes something like this

I've tried using task dependancies however I can't see how to apply a criteria to dependancies. I also tried using "set task" actions on field and form rules. This didn't allow for timing of when the task is opened in the sequence. eg. Step 2 and Step 1 were opened together.
Any suggestions on how I achieve this would be awesome.
