dotnet 4 won't install

I was reading https://forums.manageengine.com/Desktop-Central#topic/49000004742094 and it is a similar problem to mine.

I am attempting to install dot net 4 on various domain computers. I have tried using the "Run As" as both our site admin, and as the local admin (computername\administrator) and I have also tried running without a "Run As" and in all situations most users see a ghost window, and on the taskbar there is a button that says Microsoft DotNet, but only shows a ghost window. I have tried using the /quiet and /passive switches and various combinations of that with /norestart and get the same result. The target in this case is XP Pro sp3, but have the same issue with Win 7 enterprise as well.

It should be noted that I have had success on a few computers and both running XP or Win 7.

All computers are set to have the site admin as a local admin as well.

Sometimes I get yet to apply as the status, and it just keeps trying every logon and every cycle, but never seems to fail or finish. Other times I will get failed with a timeout error.

Any suggestions???
