dns server monitoring no longer works

I have an outside DNS server set up as a router which we monitor using TCP port 53. All of a sudden a day or two ago the monitor started to report it was down. This is not the case as I can telnet to port 53 as well as use it as a DNS server. I ran repairDB.bat but it didnt help.
I deleted the device but now I can't create it again, i assume because it doesnt ping?
How can I recreate this device, and furthermore why would this port monitoring suddenly stop? The secondary DNS monitors just fine!
