Different Views for different users in OPM

I want to be able to split up devices - namely IT-group1, and IT-group2. Neither group should see either other's devices, but they should have full access to manage their devices

I understand Business Views, but the problem there is that the users don't have access to all the other options, like netflow, virtualization, IPAM, NCM, etc...

I'd like to do to this without setting up a second central server and dealing with licensing for the two different IT groups.

When I create a test business group and add several devices to it, that user doesn't see the other tabs on the screen like Network or IPAM, or Virtualization, etc...

Is this possible?
