Device status

I need to monitor the status of some IP camera's. OpManager needs to check if the camera is up for every 15 minutes. If the camera is down, it should directly send me a mail. If the camera is down for more than 60 minutes (4 polls) it should send me a SMS (this is a mailbox that forwards the message to SMS).

I tried a lot of tresholds on the camera's, but i can't figure out how to configure how i would like it. I also tried Alarm Escalation Rules, but here i can only create an escalation when an alarm with severity Critical, Trouble or Service Down is spotted. If OpManager polls a camera that is down after 15 minutes, it wil get only the Attention status.

Is it possible to create a rule for attention warnings, so I can set an Alarm Escalation Rule for this?

If someone has another idea to handle with this, I would like to hear about it.
