Desktop Central would not come up after changing the patch management store location

Desktop Central would not come up after changing the patch management store location

Followed the instruction to change the store location.
 
Restarted the service and the Desktop Central would not come up.
 
Event log shows Event ID 3299

The Apache service named reported the following error:
