Desktop Central integration with Jira Service Desk Cloud

Desktop Central integration with Jira Service Desk Cloud

When trying to enable the Desktop Central jira app, I get to the 'Associate User' screen,  There are no users to associate and so I cannot continue.   Any ideas?
