Desktop Central - Hotfix 80029

Desktop Central - Hotfix 80029

I recently tried to apply hotfix 80029 to build 80027 and while in the process of doing so had the updater tool freeze  which I then killed the process to try to apply the fix again. Before doing so I rebooted the server... now I no longer can get to the web gui even though the Manage Engine Desktop central services are running. How can I correct this issue as im very much new to desktop central?
