Desktop Central from Windows XP to Server 2012

I followed the instructions in the following video to move my Desktop Central install to a new server.

After following the directions, I was able to start up the admin console on the older server but I can't start it up for the new installation either from my desktop ( http://serverip:8020) or locally ( http://localhost:8020).  The page says "This webpage has a redirect loop".

I ran startDesktopCentral.bat and from the instructions it makes it sound like that's all I need to do after copying the entire directory over.  Am I missing something?
