Desktop Central exe will not start

Desktop Central exe will not start

Hi,
Windows 2012 Server
ManageEngine Desktop Central Server and MEDC Server Component - Apache services are running
but Desktop Central exe does not start - no error messages and nothing in Windows logs.
How can I troubleshoot this?
