Dependencies

I have a setup running with OpManager 7010 and some devices. Now a question rises up:
Scenario given:
Internet cloud - Router - Server behind Router
The Server is configured to send an alarm, if poll is missed 3 times. Also the dependency lies on the Router. This setup is working fine. The only problem is, if the Router is down, the Server doesn�t send it�s typical "Down" message (which is ok), but the URL and service monitor does! What do I have to do to achieve, that all settings regarding the Server refer to the dependency set and because of this no "Service down" or "URL down" will be generated, if the Router is down itself.
